ENABLING CHARITIES/3RD SECTOR
Strengthening the 3rd Sector
Charities play a vital role in our community. They are often equipped to deliver services more efficiently and effectively than government can. The States should recognise this and look to enable the 3rd sector. The States tries to do too much with not enough resources. Charities could play a key role in optimizing the civil service to better meet public needs.
If elected, I would support:
1. The Introduction of an 'Employer Supported Volunteering Scheme' within the States of Guernsey civil service.
This could help:
Foster stronger connections between States of Guernsey and the community it serves.
Help build trust with the community
Develop a broader skillset and perspective within the civil service.
2. Unlocking dormant assets, (such as unclaimed dividends or bank deposits) for charitable use.
Similar initiatives already exist in the UK, Ireland and Jersey.
This would strengthen our third sector in a way that is largely cost-neutral to the States.
3. Initiatives to incentivise volunteering within the private sector (such as tax breaks)
